Recently, it’s announced that the Measure for the Management of Information Disclosure in Vehicle Repair and Maintenance(herein after referred as Measures) will be effective from January 1st, 2016, in China. According to Ministry of Transport of the People’s Republic of China, this Measuresrepresents the joint efforts made by 8 Chinese Ministries and Administrations including Ministry of Transport of the People’s Republic of China, Ministry of Environmental Protection of the People’s Republic of China, Ministry of Commerce of the People’s Republic of China and the State Administration for Industry and Commerce of the People’s Republic of China.
Binggang Wang, Ex-director of China Automotive Technology&Research Center, told National Business Daily, the purchase of a new vehicle may not be that much, but the repair and maintenance can really expensive in China. This newly issued Measures is believed to regulate this industrial monopoly among the 4S dealers.
According to the Measures, various information falls in 9 catalogs should be published by the carmakers, namely the coding principle for the vehicles identification codes; the vehicle repair and maintenance manuals; the parts catalogues; the identification codes for the applicable software and hardware versions of the electronic control system installed on specific models; the information required for the re-program of the vehicle’s electronic control system; the information for the specific tools and equipment used for the diagnoses, examine and repair of the vehicles; the information for the certification of vehicles; the notification for technical services and the measures to be applied during vehicles recalls.
As requested by the 8 related Ministries and Administrations, all the carmakers must present above information to Ministry of Transport before December 31st, 2015.
Besides, Ministry of Transport will also provide various related services, including policy consultations, standards reviews, technical evaluations and dispute settlements, and will build a national platform to further complete the E-files of vehicles.
