Zhu Zhonxue,deputy to the 4th session of the 12th National People’s Congress and chairman of MESNAC,put forward suggestions on China’s tire industry.
China should adopt a law for the tire labeling system, said Yuan Zhongxue, deputy to the 4thsession of the 12thNational People’s Congress at the this year’s “Two Sessions” held in Beijing.
As chairman of MESNAC, a leading rubber and tire machinery supplier inChina, Zhu also expressed his views on green tire technologies.
1. ChinaShould Make Legislation on Tire Labeling System
Currently,China’s tire industry is in urgent need of a tire labeling system. Not only domestic tire companies wish thatChinacan adopt a tire labeling system as soon as possible, but the global market also follows closelyChina’s moves.
The basic conditions forChinato introduce a tire labeling system has been ripe. In order to promote the development of green tire industry and better regulate the market,Chinashould put the legislation on tire labeling system high on its agenda.
2. ChinaShould Turn Its Green Tire Technology Standards into Mandatory, National Standards
Currently, the Green Tire Technology Standards are only regarded as standards of the tire association. They are implemented by companies voluntarily rather than mandatorily.
The standards should be made as mandatory industry or national standards to facilitate the progress of a green tire industry.
3. ChinaShould Build Data Bank for Label Management and Supervision
To implement a tire labeling system,Chinamust put in place sound management measures and adopt implementing rules on after-event supervision. It is therefore crucial to introduce a data bank for label management and supervision and improve the operating mechanism.
The government should grant funding support to the establishment, operation and management of the data bank. Meanwhile, it should support the insertion of a tire evaluation system and related regulations.
4. ChinaShould Reward Pioneers in Green Tire Development
Chinashould reward the pioneers who produce green tires and are willing to label the tires with confidence and honesty in order to encourage more to follow the suit. Green tires can be included into the priority items of the government’s procurement lists to give incentives for the production of such tires.
At present, many domestic tire manufacturers have invested hugely in the research and development of green tires, bearing the high costs it incurred.
By rewarding green tire pioneers, the government cannot only facilitate the faster development of green tires and compel domestic manufacturers to import green tires, but also enable the earlier use of such tires by domestic consumers. The move is believed to play a positive role in steering the industry to a benign direction and creating a level playing field for market players.
