Yesterday, Beijing City released Plan of deepening reform and promoting the healthy developments of taxi industry by the General Office of the People’s Government of Beijing Municipality, Administrative Rules for Beijing Online car-hailing Services and Guidelines for Co-travelling of private passenger vehicles in Beijing, retaining “Beijing citizens and Beijing license plates” demands and setting a five-month transition period for platforms, drivers and vehicles which have been conducting car-hailing services.
During the opinion collection period, Beijing transportation department has received 9,246 pieces of valid opinions, focusing on qualification and management of online car-hailing vehicles, drivers’ qualifications and taxi number.
The main contents of document have been revised in accordance of opinions. The demand of vehicle displacements, wheelbase and lengths has been lowered. Besides, drivers for online car-hailing vehicles are limited to those under legal retirement age, instead of “Men aged fewer than 60 and women under 55”. It is also stipulated that vehicles owned by institution enterprises and social groups should not be used for online car-hailing services. Five-month transition period is given for those services which have been conducted. The shipping price for online car-hailing services should be reasonably set with odometers.
