China’s Ministry of Industry and Information Technology (MIIT) published the access rules for tire retreading and recycling industry on Monday through its website .
Under the MIIT rules, any enterprise to set up new or expansion projects for tire retreading shall have an annual capacity of processing no less than 30,000 standard tires, while existing tire retreading enterprises shall be capable of processing no less than 20,000 standard tires a year.
In addition, waste tires that are no longer applicable to retreading shall be reused by qualified enterprises, and the rubber leftovers during the retreading process shall be 100% recycled, said the ministry.
As for waste tire recycling enterprises, the MIIT specified that the annual capacity of existing tire recycling enterprises shall be no less than 10,000 metric tonnes, while new tire recycling enterprises or enterprises that intend to expand capacity have to be capable of processing at least 20,000 tonnes of waste tires annually.
The MIIT required that the energy consumption for processing recycled rubber shall be lower than 850kWh per netric tonne; for producing rubber powder products, lower than 350kWh per metric tonne; and for waste tire pyrolysis, lower than 300kWh per metric tonne.
